Even with high FPS, low 1% and 0.1% FPS values make for a very sluggish experience. The image is jittery and unappealing, and the input lag and responsiveness makes it very hard to track and aim at targets beyond 50 meters. The game feels like its running at 30 FPS. Even with the FPS cap at max.
