Am I understanding this correctly?

So nyc is implementing a congestion toll in certain parts of Manhattan. This is on top of the toll to get into Manhattan via tunnel and bridge from the Jersey side. It says that because of the New congestion tax and rising costs uber is going to pay us less money for the tolls than before. How does this make any sense?
