Need help with missing file privileges error

I've been getting this error for a long while now and have tried every tutorial i find to fix it and nothing worked. I eventually managed to fix it by deleting steam and all its files from my pc and reinstalling it but now it is happening again and I can not for the life of me figure out how to fix it please help.
