A new take on difficulty

Hey guys I wanted to share my take on difficulty for my upcoming game Death Dawn. I as someone who's seen the modern scope of gaming feel too many games think high hp=difficulty or higher damage=difficulty a example i can think of is like fallout 4. So when making Death Dawn I wanted to add on to this difficulty standered. The ideas I have are the higher the difficulty the more likely enemies are to dodge, use tactics like trying to get around the player to flank, use shields and block more, and of course the damage and health mentioned before. Basically the higher you go the more the ai gets smarter and the lower the easier. Ontop of stright combat also loot becomes harder to find what you need like ammo health and money and maybe diffrent changes in the environment. But these are just some ideas I have and felt like sharing. How would you guys go about this?
