Is this seasoning coming off?

Sorry for the repeated query about this. I posted the other day about seeing what I thought was a rust spot on the handle of a Lodge cast iron pan I was looking at. I was told by people on the sub it was actually residual oils from the manufacturing process, which I was able to confirm when I returned today to have a look and tried to remove it with my fingernail.

The thing is, underneath the brown stuff seemed to be bare metal. I tried picking away at the blackened parts around it and it came off similar to when paint chips off a surface, increasing the size of the exposed area.

My understanding is this is just the seasononing from the factory coming off, and I should be able to season the exposed metal to match the rest of the pan myself?

None of the other pans or products exhibit the same thing, only the particular size I'm looking at. My concern is that this may indicate the rest of the pan may start flaking off soon requiring some kind of extensive work to remedy which is not ideal for a newly bought item.
