Is this a new enemy?

I was playing Lost Void and met this guy. I played every chapter of the story and every special episode but I can't recall seeing it anywhere. Am I trippin?

P.S. sorry for the phone-pic but I can't screen with my keyboard (it's a 60%) (more like I don't know how to do it beside the windows crop feature) (I tried that and poor billy got smacked twice in row lol)
