Mizuki's VA is great but I still think Patrick Pedraza deserves to hold the spot of best English VA.

The emotion and depth he added to Scaramouche/Wanderer's voicelines basically defined the character for many people in the scaranation, and the fandom in general as well. I don't think he would have been so popular, or his lore so emotionally impactful If someone else had voiced him
