Link to remove all security info on your hotmail account?

Is there a unique Hotmail/Outlook website address that, after signing in, prompts you to send a verification code to your linked cell number, and allows you to click "I don't have any of these" and then add a new number, resulting in a 30-day account restriction? I'm unable to remove my old cell number that's linked to my account for verification despite trying a different device, IP address and web browser. TIA for any help or suggestions!
