Can I turn off cell and use only data?

Maybe I'm asking the wrong question... But, my wife and I are going to Mexico and I don't want to get charged for international roaming. Theoretically data should work regardless, so I'm wondering if I can turn off the cell signal somehow?

Or is there a different method I should be considering?
