Why aren't scooters not famous in UK?

Being from South Asia, I'm used to scooters for urban commute. It reduces many issues with car ownership such as traffic, maintenance, parking, low on emissions, cost effective to buy. I see it's being used by food delivery people nowadays. Then why don't people use motorbike/ scooters for thier work or college commute? You can't blame the weather, you can see plenty of bicycles around. I don't get it!
